    RACISMO Y UNIVERSIDADES EN EL ECUADOR

    Abstract

    In this article, the racism in the Ecuadorian universities is analyzed from the review of the legal frameworks, practices and institutional procedures regarding access to higher education for indigenous and Afro-Ecuadorians, their permanence, their graduation and the incorporation of their knowl-edge and cosmovision. The conclusions indicate that despite the advances in the improvement of the higher education system and the declaration of the need for interculturality in the Constitution and the Organic Law of Higher Education, there is little interest on the part of universities to pro-cess the demands of the two ethnic groups; in addition, the interculturality does not constitute a transverse approach throughout the higher education system. The study shows as well that indigenous and Afro-Ecuadorians, particularly women, are still excluded from higher education, a fact that worsens the quality of life and increases the inequality gaps.

    Resumen

    El artículo analiza la situación del racismo en las universidades ecuato-rianas, desde la revisión de marcos jurídicos, prácticas y procedimientos institucionales referentes al acceso a la educación superior de indígenas y afroecuatorianos, su permanencia, graduación y la incorporación de los saberes y cosmovisiones indígenas y afros. El estudio concluye que pese a los avances en el mejoramiento del sistema de educación superior y la declaración de la necesidad de la interculturalidad en la Constitución y en la Ley Orgánica de Educación Superior, existe el escaso interés de las uni-versidades por procesar las demandas de los dos grupos étnicos, y la inter-culturalidad no constituye en el enfoque transversal de todo el sistema de educación superior. Asimismo, se demuestra que los indígenas y afroecua-torianos, especialmente las mujeres, continúan excluidos de la educación superior, hecho que empeora la calidad de vida y aumenta las brechas de desigualdad
