    COMPENSACION MONETARIA - BONO DE DESARROLLO HUMANO EN EL ECUADOR

    Abstract

    Ecuador s underdevelopment can be attributed to the high levels of poverty and inequity among the population; the provinces with a high percentage of indigenous population within Ecuador are Chimborazo and Cotopaxi (Integrated System of Knowledge and Social Statistics of Ecuador, 2017), which argues for high rates of illiteracy, poor access to health services and services basic. Poverty in Ecuador is the result of a long list of shortcomings such as poor access to production factors, basic social services in health, sanitation and education, agricultural and non-agricultural employment opportunities; to the lack of insertion in the economic fabric and to a long historical exclusion for reasons of sex and ethnicity. According to the latest Population and Housing Census in Ecuador, in 2010, the population of Ecuador amounts to 14,483,499 people; 62.77% is in the urban area and 37.23% in the rural area (Integrated System of Social Indicators, 2017). The problem that has crossed the country for many years to date, in terms of the gap between rich and poor, has led governments to create programs that benefit this sector. It is for this reason that the Human Development Bonus aims to improve the living conditions of Ecuador s poorest households.

    Resumen

    El subdesarrollo del Ecuador se puede atribuir a los altos grados de pobreza e inequidad entre la población; las provincias con un porcentaje elevado de población indígena dentro del Ecuador son Chimborazo y Cotopaxi (Sistema Integrado de Conocimiento y Estadística Social del Ecuador, 2017), lo que argumenta a las altas tasas de analfabetismo, deficiente acceso a los servicios de salud y a los servicios básicos. La pobreza en Ecuador es el resultado de una larga lista de carencias como son el escaso acceso a los factores de producción, a los servicios sociales básicos de salud, saneamiento y educación, a oportunidades de empleo agrícola y no agrícola; a la falta de inserción en el tejido económico y a una larga exclusión histórica por razones de sexo y etnia. Según el último Censo de Población y Vivienda realizado en el Ecuador, en el año 2010, la población del Ecuador asciende a 14.483.499 personas; el 62.77% se ubica en el área urbana y el 37.23% en el área rural (Sistema Integrado de Indicadores Sociales, 2017).
